when I boot with kernel-secure, the procfs process entries of other
users aren't readable (that's ok, feature of grsecurity).

Utility "w" should list logged on users even when it cannot read their
current running processes. You can get the patch to procps from
http://www.openwall.com/linux/
It's in the tar.gz package with their kernel patches. The patch is
harmless, "w" still works as intented, but when it cannot get user
process, it still lists the user with "-" as his/her process.
