The window manager I used was Fluxbox and I could find no language setting.... so maybe that is the problem. There were no useful messages on the terminal window. I then tried KDE but it still defaulted to A4. Kcontrol shows the languallge as default (C), but all of the settings are American (such as the dollar sign, etc).
