Try this from a program launched from kicker icon or from the application 
launcher on the panel.

artsdsp mpg123 layer3wav.wav

and you end up with a seg, this always worked with kde2. I play my sounds from 
licq like this, and now they don't work unless I launch a shell to launch 
licq from.

Launch a shell from kicker and the above artsdsp mpg123 combo works fine.
