Couldn't it be integrated as an option into the MCC LILO setup regardless of runlevel/security level? Say, add a check box for a LILO password and if ticked, root can set it...

the feature exists but it'll shownonly if you are in security level 4 at least.
Otherwise you should set it manually and change the /etc/lilo.conf
permissions to be readable only by root.
