The --bug option takes one parameter, a directory name.  You are telling
it to create a directory ./perl/ and in it put all the debug info.  So
you need to do:
   sudo /usr/sbin/urpmi --bug bug1 perl
   sudo /usr/sbin/urpmi --bug bug2 foomatic
