Making it possible to choose more than one language at install doesn't handicap people wanting to select just one. And it's clearly easier than getting manually the locales, ispell, man-pages and other language related packages. Few people are not so few, remember there are entire countries which have two official langages. For user's default, it's certainly less an install issue.
