Hi
I had this problem sometimes with cooker. I do not think you made 
anything wrong. Don't forget this is not the stable branch, and 
sometimes mkcd may be broken. This is strange since cooker has not been 
"defrost" yet, but I have seen some bug reports about mkcd on that list 
recently. Maybe it has been modified. Another possibility is that some 
*.img or hdlist have not been updated or have been changed, and the 
packages may not be installable. So it can work perfectly in two or 
three days...
If you want a lot of packages, now a contrib directory can be found in 
the stable 9.0 release directory. You can copy these packages on a CD 
(you need 2 CDs since there is 1.2 Go of stuff) and add them to the 
database with urpmi.addmedia. Or download the complete 9.0 and contrib 
branch and use mkcd to make a set of  CD containing all the stuff.
Another thing : the synthesis.hdlist2.cz file in contrib is dated of the 
21st for a directory dated of the 27th Sep. For any reason it has not 
been updated. You can recreate it using gendistrib (I guess). I signaled 
that issue on this list, maybe it will be corrected soon.
