For the cost of a couple of miles of ribbon, they could put it on Christmas 
Island, which is gearing up to be a spaceport anyway. They're confident 
enough in being able to browbeat the Australian government into just about 
anything (probably including committing to war with Iraq in the face of polls 
saying "80% no") that they'd probably go for that.
