net.agent should behave like /etc/init.d/network: if MII_NOT_SUPPORTED is
present in interface configuration, it should not use ifplugd.

The best way to assure that both (net.agent and network init-script) do the same
is probably to move this stuff into a common function in network-functions?

Also: net.agent seems to set the wireless options again using
/etc/pcmcia/wireless (see line 42). ifup (which is called later) does the same
thing (see line 172) using /etc/sysconfig/network-scripts/ifup-wireless. What a
mess!
