After a cold boot, (which may or may not have anything to do with it) I found that 
recognition 
of card insertion and removal is working, however there is a 30+ second delay before 
the 
insertion or removal is recognized.  This delay is probably what led me to believe 
that it was 
not working before. 
 
In 9.0, the recognition of card insertion/removal was always < 2 seconds. 
 
Related: At install, the package was not automatically installed as it was in 9.0, and 
the 
file /etc/sysconfig/pcmcia was not created.  I had to create this file by hand (copied 
from 
9.0) before the pcmcia service would run correctly.

Mandrake 9.1 Beta 3, pcmcia-cs does not recogize cards being inserted and removed, and 
thus the drivers are not loaded.  This worked in Mandrake 9.0. 
 
Cards are recognized if inserted and then the command: service pcmcia restart  
is run manually.  The command has to be run again after removal of the card 
in order for the driver modules to be removed.
