Maybe they can, maybe they can't, especially right after spending over an hour
trying unsuccessfully to insall Mandrake, which may have made their only other
OS unbootable.

PC-DOS 2000 was released in 1998
OS/2 is a current product:

Many people are asked to submit the installation bug report to developers. Often
this requires a rescue boot and transfer of this file to a floppy for submission
to the deveopers by some other system. This other system may not be able to read
a Linux native formatted floppy, so this file should be easily transferrable to
a FAT formatted floppy, which requires filenames in the 8.3 format. A change of
the installation error log filename would facilitate this procedure by those not
familiar with copying and renaming in a single command line process.
