I'm not sure that this is a bug in sudo, maybe more general... 
users don't have /sbin and /usr/sbin in their path. For most users this is not a 
problem, 
but when normal users gets sudo priviledges, they need programs in those dirs. 
Not having */sbin in the PATH environment is a p.i.t.a. Either sudo should add these 
dirs 
to the path or some other solution should be used (give all users these dirs in the 
PATH, 
security will not be harmed by this, there are other methods of protecting users from 
doing harm)
