I like the syringe idea, and dipping also works. If you dip, buy a set of metal measuring spoons so you can bend the bowl part of the spoon to be at a 90 degree angle to the handle which would allow you to put the spoon strate in until the bowl parts under the surface of the liquid and then bring it back up while holding the handle strait up and down. This way you can more easily get a full measure.

Use a eyedropper. To pour some of what you need to measure into a jar like a baby jar or some other jar. Then stick your measuring spoon into the jar to fill it. Hope that helps.
