FWIW, as one of the key people behind e164.arpa (together with for example 
Richard, cc:ed), I agree that use of that domain in the global domain name 
system is limited.

That said, I see use of DNS lookups as part of routing of voice calls is an 
important portion of global interoperability. In many cases it is either not in 
the e164.arpa domain or in a "private context" where leakage of DNS packets is 
minimised.

Because of this, let me suggest checking with 3GPP and other standards 
organisations what their view before making any decisions.

I presume the production cost is limited...
