whereas up to coot version 0.8.3 this function works fine using the same input

Are you sure that that exact line worked in 0.8.3? I have my doubts.
It seems to me that it's missing a specifier for the insertion code. Add "INS . " before CHAIN (both times)
and I imagine that it will work.
