This is a bug in Mock 5.1, discussed e.g. here: https://github.com/fedora-copr/copr/issues/2916 We are working on a fix, it should be ready in production today or tomorrow. Work-around is to switch your bootstrap configuration to ON or to the default ("use the defaults from mock-core-configs package").
