To make my position clear: I am -1 on using exceptions to signal links in the
FileSystem SPI. I would also recommend against using them in the Namenode too,
but, as I stated before, that's not a public API, and we can clean it up later.
I believe we should not use exceptions for control flow there either, but
would not veto this patch for that.
