The following list is from a meeting with Arun, Owen, Runping, and Vivek.
- time series data on the queue for SLA: (maps, reducer) * (running, pending,
guaranteed capacity)
- % of queue for the top N users
- # of sec after capacity = quota
- preemption event
- priority inversion (only user limit)
- timer expiration event
- idle slots
- record the "why" when taking an action
