Attachment: hadoop-4659.patch
This patch recognises ConnectException and extends them into ConnectExceptions
that include (host,port) info; all other IOExceptions are relayed unchanged. I
havent included any tests but it does work for the tests we have that bring up
both datanodes and task trackers without the expected namenode and datatracker.
