That makes sense. Out of curiosity, is there some part of the system other than
the scheduler that needs to look at queues? If not, then maybe those should
also be put into the per-scheduler file. I'm assuming that people won't switch
between schedulers very often and so incompatibilities between these won't be a
problem.
