Release Note: Fix native compilation by adding autoreconf -if to build
steps (was: Fix native compilation)

This is a patch for a patch, this just updates build.xml to add a task to clear
out the configuration before compiling native. I've tested it with the
following commands:
ant -Dcompile.c++=yes -Dcompile.native=yes -Dlibhdfs=yes compile compile-native
ant -Dcompile.c++=yes -Dcompile.native=yes -Dlibhdfs=yes compile-native compile
(Basically confirmed that the builds work with all flags, and that the
compilation order isn't significant.)
