A few nits:
- we need a public setter method for lazy file creation,
setLazyOutput(boolean). This should probably go on mapred.JobConf and
mapreduce.Job.
- this does not need to be in hadoop-default.xml. That file is for options
that are configured site-wide in hadoop-site.xml, not per-job parameters.
