attached HADOOP- 3938-branch-18.patch.
"3938" in the name is intentional and it is 0.18 version of HADOOP-3938. i.e.
it does not have follow up smaller fixes like HADOOP-4449. Since the patch is
pretty big, this is done so that reviewers can verify if HADOOP-3938 is
properly ported.
notes :
- hdfs_quota_admin_guide.xml is not included.
- Many differences in {{FSImage.java}} and {{FSEditLog.java}} are for handling
access time field that is added in 0.19 before the space quotas.
All the tests pass.
