What would a user expect in that case. I think it behaves as expected with any
change in directory permissions and quotas in other systems : If the quota can
be set, it will be set. Once it is set, if a (near) future action by a job
running or otherwise, violates the quota, it will get an error.
How that error finally propagates to user concerned with the job is part of M/R
framework.
