Patch looked good overall. Am uploading a new patch with slight modifications
to the above patch with:
- Better java code comments
- Better code formatting and code-cleanup
- And a small fix in TestStreamingAsDifferentUser because the earlier code was
making the streaming jobs only run with LocalJobRunner.
