Should Lance be a member of the core libraries group?

Iris,

Lance Andersen is the long-time spec lead for JDBC. He's on this mailing 
list, has push-rights, but isn't formally a member of any group. He was 
on the original list when the census was initiated last year but he 
seems to have got lost along the way. He would like to be a member of 
this group. Can you nominate him and initiate the CFV?
