I'm unclear why any of that code needs to be platform specific - is an empty TZ string somehow valid on linux? I would have thought the following would be platform neutral:

   if (tz == NULL || *tz == '\0') {
        tz = getPlatformTimeZoneID();
        freetz = tz;
    }
