That seems okay now although it means that :jdk_launcher will run the 
tests for a bunch of tools that someone working on the launcher might 
not be interested in.

One suggestion is to include a comment to make it clear its intention 
(and to avoid someone thing there is a mistake that it's not grouped 
into one of the top-level groups).
