Some people update it, some people don't, some people insist on it, some
say it's noise, some say it should be caught by jcheck, some say it
should be updated automatically. As I understand it, then we aren't
strictly required to touch it and that periodically someone runs the
update copyright header script (in <top>/make/scripts) to update the
headers in bulk. I'm not sure how often it is run though.
