JDK 9 (JAXP) RFR JDK-8147431: javax/xml/jaxp/isolatedjdk/catalog/PropertiesTest.sh copied JDK failed

This test is prone to intermittent failures due to the copy of the JDK. 
I'm adding it to the problem list (jaxp/test/ProblemList.txt). We do 
have similar tests in this area in the JCK.
