RFR(S): 8165592: Fix module dependencies for sun/text/* tests

Hello team,

Please review small fix for tests issue:

Summary: added 'jdk.localedata' into modules declaration section to have 
an ability to skip the tests with --limit-modules execution if required. 
Also made some import clean up.

The changes tested locally using jtreg tool.
