To clarify, "full privilege access" (aka "full power") is not really a new concept.
Module access was introduced in Java SE 9. A full privilege access (despite the name of `hasPrivateAccess`) necessarily includes module privilege. Before JDK-8173978, a Lookup with private access always includes module privilege. After JDK-8173978, the module privilege has become independent of private privilege and hence this new `hasFullPrivilegeAcess` method, a correctly named method, is proposed.
