Broadwell-DE platform requires SeaBIOS config to have
'# CONFIG_MALLOC_UPPERMEMORY is not set' so be sure that is unset in yours.
I've also heard that disabling CONFIG_PMTIMER is necessary but haven't
tested that myself.  On the 3 Broadwell-DE boards I tested, USB was only
functional in SeaBIOS with CONFIG_MALLOC_UPPERMEMORY unset, with MRC cache
disabled, and with the FSP debug level set to 3. Any of those conditions
not met resulted in non-functional USB under SeaBIOS. YMMV.
