It's already built into  the kernel:

*$* zcat /proc/config.gz | grep 9P

CONFIG_NET_*9P*=y

CONFIG_NET_*9P*_VIRTIO=y

# CONFIG_NET_*9P*_DEBUG is not set

CONFIG_*9P*_FS=y

# CONFIG_*9P*_FS_POSIX_ACL is not set

# CONFIG_*9P*_FS_SECURITY is not set

But it didn't work for me either, using qemu directly (no libvirt).   I 
didn't really investigate very far.  For my application it ended up making 
more sense to serve the user_data over HTTP using "cloud-config-url= "  on 
the linux command line in grub.
