Manager's comment:


   - This position requires the ability to lead, follow, and collaborate.
   Candidates unwilling or unable to perform well in all three of these
   functions will not likely be successful. A candidate who needs a “cookie
   cutter” strategy will find this position overwhelming.


   - Previous experience in MMIS, while not absolutely necessary, will be
   very helpful. This project has some similarities to a commercial healthcare
   insurance project, but a Medicaid agency is very different than a commercial
   insurance carrier.
   - This is largely an acquisition project, not a development project.

This position requires excellent communications skills.


Daily Duties / Responsibilities:

The Project Manager is responsible for managing cost, schedule, scope, and
quality of all activities and deliverables on the project. The PM will
manage a mid-sized team, and will oversee vendor support activities
associated with the project.



Duties include:

   - Building a project plan and executing to that plan.
   - Managing project expenses within the allocated budget.
   - Managing project risks and issues.
   - Ensuring that all deliverables and activities are completed with high
   quality and in a timely fashion.
   - Reporting on project status and strategies orally and in writing.
   - Providing advice on procurement and implementation strategies.

Coordinating with the legacy Medicaid Management Information System (MMIS)
and Medicaid Eligibility Determination System (MEDS) teams to ensure a

   - smooth transition to new technologies and processes.
   - Coordinating with outside entities, including vendors for other
   systems/services, providers, professional associations, and other State
   agencies.
   - Other duties as assigned.

Required Skills (rank in order of Importance):

The Project Manager role has four major attributes: project management
skills, vendor management skills, people skills, and domain knowledge in
healthcare insurance. Candidates must display excellence in all areas.

·         Strong background in project management in a healthcare insurance
information technology environment.

·         Demonstrated successful leadership and management experience with
supervisory responsibilities.

·         Deep knowledge of healthcare insurance principles and processes.

·         Understanding of IT development and implementation projects.

·         Vendor management experience.

·         Project planning experience, including effort estimation on
technical tasks and resource allocation.

·         Superb written and oral communications skills, including the
ability to give presentations to executive management. Strong proficiency in
English is required.

·         Impeccable integrity. This project will have very high visibility
and will impact significant expenditures of public funds. Candidates must be
confident with their abilities to make correct decisions and the courage to
speak out when necessary.
Willingness and ability to effectively engage with people and
organizations on a continuous basis

Preferred Skills (rank in order of Importance):

·         MMIS experience.

·         Medicaid operations experience.
Public sector experience is a plus.

Required Education:
Bachelors degree in a technical, business, or healthcare field.

Required Certifications:
None required. Project management certification from a recognized source
(PMI, DoD, etc.) is desirable.
