Possesses a Bachelor’s Degree and 4 years experience and certification in developing in MS Visual Studio IDE. .NET framework including the development of requirements and design specifications <Bachelors Degree is Mandatory – include a copy of diploma> <MS Visual Studio IDE. . Net certification certificate> 2. Excellent English verbal and written communication skills. <This will be assessed during the candidate’s interview, if there is one. The candidate will be evaluated on their English verbal and written skills, and ability to effectively transfer their technical knowledge to OMH staff. * * *DESIRABLE REQUIREMENTS*** * * 1. Demonstrated experience programming in C# on a .Net framework. 2. Demonstrated experience in leading an IT team to design, analyze, code, test and implement and document technical solutions 3. Demonstrated experience in managing and mentoring junior programmer. 4. Demonstrated knowledge of developing proof of concept and framework evolution. 5. Demonstrated experience ASPX, MS AJAX, Javascript, JQuery, XML, HTML, XHTML. 6. Demonstrated experience with Oracle 10g, PL/SQL, Stored Procedures, Packages, Views. 7. Demonstrated experience with Windows Communication Foundation (WCF). 8. Demonstrated experience using and developing Crystal Reports. 9. Demonstrated experience with Active Directory and Windows Authentication and in the prevention of SQL Injection and Cross Site Scripting. 10. Demonstrated experience with multi-threading and object pooling. 11. Demonstrated experience with managing software development life cycle (SDLC), leading the design, development, testing, quality assurance, and go-live support. 12. Demonstrated experience with performing code review. 13. Demonstrated knowledge of HIPAA and HITECH laws and other National standards (HITSP) regarding providing secure data access including consent requirements, implementation, breach notifications and audit requirements including working with sensitive data including requirements for enhanced PHI data (Family planning, HIV, etc.). 13. Demonstrated experience with Team Foundation Server. 14. Demonstrated experience using Mercury Quality Center. 15.
