*JOB DESCRIPTION :*



   - Works with business partners to align technology solutions with
   business strategies.
   - Plays a critical role to work in Project Portfolio Management Office
   to provide support, coordination, oversight and governance on agency
   policies, procedures and best practices.
   - Elicit requirements using interviews, document analysis, requirements
   workshops, business process descriptions, use cases, scenarios, business
   analysis, and workflow analysis.
   - Supports several moderately complex business processes.
   - Critically evaluate information gathered from multiple sources,
   reconcile conflicts, decompose high-level information into details,
   abstract up from low-level information to a general understanding, and
   distinguish user requests from the underlying true needs.
   - Proactively communicate and collaborate with external and internal
   customers to analyze information needs and functional requirements.
   - Utilize experience in using enterprise-wide requirements definition
   and management systems and methodologies required.
   - Successfully engage in multiple initiatives simultaneously
   - Work independently with users to define concepts and under direction
   of project managers.
   - Serves as the conduit between the customer community (internal and
   external customers) and the software development team through which
   requirements flow.
   - Develop requirements specifications according to standard templates,
   using natural language.
   - Collaborate with developers and subject matter experts to establish
   the technical vision and analyze tradeoffs between usability and
   performance needs.
   - Be the liaison between the programs, development teams and support
   teams.

*Skills Required:*

   - Strong analytical, technical and product management skills required,
   including a thorough understanding of how to interpret customer business
   needs and translate them into application and operational requirements.
   - Skills in facilitating Joint Application Design (JAD) sessions
   - Extensive experience with Change and Configuration Management
   - Extensive experience with project development methodology and able to
   apply methodology in a practical manner
   - Ability to work independently and not rely on State or other team
   members for direction
   - Excellent verbal and written communication skills and the ability to
   interact professionally with a diverse group, executives, managers, and
   subject matter experts
   - Proficiency with MS Office (including Word, Excel, Outlook,
   PowerPoint, Access) and Visi
   - Proficiency with MS Team Foundation Server (TFS)
   - Fully utilizing Microsoft Team Foundation Server (TFS) from a BA
   perspective, tracking: requirements, work items, bugs, deliverables,
   builds, and source code.
   - Track progress and review project tasks to ensure certain deadlines
   are met appropriately.
   - Follow Scrum/Agile/Waterfall/Hybrid/SDLC Methodologies.
   - Follow State Medicaid and CMS policies, procedures and standards.
   - Refer to and use Medicaid guidelines, templates and examples.
   - Skills to work on Business Case documentation, gather and document
   Business, User, Functional, and Technical requirements
   - Skills to create Use Cases, prepare GUI wireframes (Screen and
   Interface designs), prepare and maintain Requirements Traceability Matrix
   - Knowledge with COTS and SAAS products requirements
   - Possess SharePoint end user knowledge

*Preferred Skills:*

   - 5 years of Business Analyst work experience in Medicaid or Children’s
   Health Insurance Program (CHIP) business areas or healthcare industry
   - Experience with COTS and SAAS projects as a Business Analyst
   - Business Analyst Certification
