This should be possible.  However, in practice, I'm not aware of anyone 
who has compiled mod_cosign for a Apache HTTPD 1.3.x in a Microsoft 
Windows environment.  A lot will depend on the development tools 
(compilers, libraries, etc.) that WampServer was built with.  See if any 
of the WampServer people can help you out with how to compile Apache 
HTTPD modules, in general, for WampServer.  Once you have that, it 
should be possible to try building mod_cosign.  Depending on the 
particulars of build environment, some changes to the mod_cosign 
configure scripts, Makefiles, and possibly source code may be needed in 
order to get things working.
