That wiki page may be confusing because it begins by documenting how to configure the cosign client (mod_cosign). However, in order to use cosign, you also need to have the cosign server (cosignd) and the central weblogin server (the cosign CGI) set up on your central weblogin server.

I get to the end of the section titled "Certificates Generation" where it tells me to run a test command (s_client -connect cosignd.local:6663).
But Apache isn’t configured to listen on port 6663.

cosignd listens on port 6663 on your central weblogin server. cosignd is completely separate from Apache HTTP server. You should set up cosignd before attempting to set up Apache HTTP Server with mod_cosign. In addition to the instructions on the wiki page above, you may find some useful instructions in the README.weblogin file that comes with the cosign source code.

The Apache log tells me there’s an error in /etc/cosign/cosign.conf on the line that reads:
service cosign-list http://portal.local/cosign/valid 0
because "keyword service takes 5 or 6 args” - but there are only 4 args - is there a typo here? the other lines end with "mod_cosign-1”

cosign.conf is the configuration file for cosignd, not for Apache HTTP Server mod_cosign.
