If the number of galaxies is as large as the molecules of a gas
and its behavior is the same of a gas, the actual "expansion
of the Universe" is only a local phenomenon.
The background radiation is the product of past supernovas.
There is an expansion in our neighborhood of 3x10^10 light years.
In other regions can be a compression or a steady flux.
For that, the Newton Gravitation Constant is not such universal
constant. It simple measures the volumetric acceleration by
unit of mass of our local galaxies.
