So, after I found out what was wrong with the first machine's
installation, I went on to the second. I set up the path correctly
and still got the {open_error, -10}.
So I:
- Removed the couchdb installation completely (sudo make uninstall &&
make distclean)
- Installed ICU from source (I could only get libicu34 from apt-get,
the source gives you 3.8)
- Checked out the latest couchdb repository
- Followed these instructions:

After that, everything started working correctly on my second machine.
