I am on this one with Larry. The Header Tank can not develop a vacuum
when briefly brought to  whatever angle of attack.
The fuel pump feeds from below, the amount of gas consumed by carb is
not enough to even be considerable.
Remember folks we are talking a few seconds in stall attitude. I can
turn off completely the header with its valve and can still run the
engine for at least 10 seconds. With the valve open  it will take a lot
of gas to be drained to develop a vacuum in that tank;
remember , the tank is half filled with air - a very soft & expandable
stuff.

I rather think that in the described failure on high attack angle
something in the carburetor got clogged or stuck, which either closed
the fuel feed to the carb or changed the fuel level in a manner that the
mixture became either too rich or lean..

I experienced the same thing in a my carbureted 1964 Buick Skylark ,
which just died on a steep hill (which we have a lot here in San
Francisco). I did not find the opportunity to fix that problem and I no
longer have that car...
