As you've researched this, isn't there a federal law governing tower
painting and
lighting?

As I understood it, by federal law, any tower over 100 feet must have
either

    strobe lighting

        or

    flashing lights and 100 ft. segments painted alternate white and red.

Isn't this tower in violation of the lighting law?
