It is slow.  0 kt. most of the time.  It is a tethered radar (& who knows
what else) platform that is reeled out to 15,000 ft.  That's why the
restricted area.  There is a BIG flasher on the ground and on the balloon
that flash synchronously.  Now that'll catch your eye!

miles of it. Here in WA where we have the  Bangor Naval Nuclear Submarine 
Base,  you can fly right over the top @ 500ft.. No restrictions nothing on

the chart but a name. What does this Aerostat balloon do? Surveillance?
