If you think about it, we require much more precision in vertical 
measurements.  If the GPS gives us lat/long to 150 feet we are amayzed.  
If our altimiter had this much error we would get it serviced.  ATC 
expects us to hold altitude to less than 100 feet while they will 
tolerate several hundreds of feet of horizontal error.  This is because 
previous navigation aids were not that good but altimeters are fairly 
accurate and sensitive.  So GPS is unlikely to be very useful for 
vertical navigations but very useful horizontally.
