There is one other problem that will come up with all aircraft having discreet transponder codes. There are only 4096 codes that can be used so when the 4097th person wants to go fly then he must wait. In practice there are less codes because of the special codes like 1200 and 7700. The end result is that it will limit the number of aircraft that can fly at any one time and if I had to guess the airlines will get to the trough first and then the private jets will be next and the scraps if any will allow any four of us to fly on any given day. Yes, I know today they use the same code in Florida with one aircraft and then again another aircraft in Washington and lots of us were on 1200 but that is not what they want now. They want to know who goes exactly where and that means the great computer system can only deal with "One Code = One Aircraft". This to can be fixed with new transponders that could produce lots more codes. Guess what they will cost and who they will want to pay for the new boxes and the cost to develop them. By the way transponders are an international standard kind of thing and to make a new format you have to go through long international negotiations with the world to get approval to change it and they do not want to pay for our problem so they will drag there feet while we sit on the ground. No the answer is very simple. Get the USA, and General Aviation, back to normal as soon as possible and get on with running the country.
