balancing in a nutshell- you can either buy a wheel balance rig for about
$295.00 or make one yourself. 

The balance rig that's available to buy consists of a large threaded
shaft, with 2 centering cones. You unscrew one cone, stick the shaft
through your wheel and then tighten the 2 cones up on your wheel. This
centers the wheel exactly on the shaft. 

 Then you support the shaft on each end by two bearings, resting on
support blocks- when you let go of the tire, it will rotate with the heavy
spot ending up on the bottom. This is exactly like static propeller
balancing. 

  Some aircraft wheels have a threaded hole for you to stick a screw and
some weights on it to add weight to the light side. If you have a wheel
like ours you must use sticky weights.

however---- you must first see if your tube and tire are aligned properly.
The manufacturer of the tire puts a red spot on the tire when new. You
must align the valve stem with this red spot when assembling the tire to
the wheel. If you dont you'll really be out of balance. 

That's pretty much it- it's very low tech.
