Guide implemented by the FAA's small Airplane Directorate 
SAD) requires that we = submit to you an Airworthiness Concern Sheet
(ACS), conveying potential airworthiness issues to aircraft owners and
operators through associations and type clubs.

Attached, herewith, is = an ACS and draft of Service Bulletin No. 31
pertaining to this concern. We request that they be distributed to your
membership for technical and economic impact comments. The copy of ACS and
SB No. 31 have also been provided to Aircraft owners and Pilots
Association (AOPA), Experimental Aircraft Association (EAA), and Univair
Aircraft Corporation.

During a borescope usage demonstration at a FAR Part 147 school, the
center section right aft spar P/N 
415-13103R of an Ercoupe model 415E exhibited extreme exfoliation
corrosion on the web area.=A0 There is concern that this = area is only
accessible by use of a borescope and that any other spars with this
condition would be subject to future structural failure leading to
possible loss of a wing and loss of life.=A0 Average inspection =
techniques may not be adequate for timely detection of this condition.

This ACS is intended to = alert owners of Ercoupe 415C, 415CD, 415D, 415E,
415G, Forney F1 and F1A aircraft, Alon A-2 and A-2A, and Mooney M10
aircraft of the potential for severe corrosion to be present in the wing
center section.=A0 Our initial Risk Assessment for this concern indicated
that a Notice of Proposed Rulemaking (NPRM) might be considered. The FAA
final determination will depend in part on the information received in
response to this ACS.
