Please forget the FUEL focus for the moment........ An engine is just an AIR PUMP. The SIZE of the carb VENTURI can limit the MAXIMUM amount of air a normally aspirated (non supercharged) engine can FLOW if sized too small with respect to the rest of the engine's air flow capabilities. The carb determines fuel/air mixture ratio by JETTING not venturi per se. At low RPM, a SMALL venturi does ATOMIZE fuel better than a larger one because of the relative increased air velocity through the carb. Consequently, there is no point in installing a carb that flows more air than the engine can otherwise flow at top RPM if it is at the detriment of low end performance as well. So.... The venturi needs to be sized so low speed performance does not suffer while allowing sufficient airflow at the top end of RPM to produce highest horsepower.
