Ted, 

anything that you change which is listed on the airframe Type certificate
 is a MINOR alteration and needs no 337 form. This includes converting
from a C to a D. The type certificate says that the C is eligible to be a
D, and once all the listed changes are made to simply re-mark the
aircraft data plate with the new model "D" and the date of the
conversion. Obviously a logbook entry must be made. No IA is necessary,
and no feds are necessary. 

If you feel that a "second set of eyes" is necessary, find a good IA to
look over your work. Yes you should have all the necessary documentation
to show that the work was done correctly, but dont open yourself up to
unnecessary scrutiny. I have almost everything done to mine, I just lack
the stainless upper skin.
